Britain and America have announced a landmark bilateral deal that will guarantee zero duties on UK medicine exports being sold in the American market.

The Terms of the Pact

As part of the deal, the UK has agreed to increase spending on drugs through the NHS. This move guarantees that import taxes on these vital goods will remain at zero for a duration of 36 months.

This deal follows previous threats to dramatically increase duties on patented pharmaceutical products, with increases discussed up to one hundred percent.

"This deal between the UK strengthens the international landscape for new treatments and establishes long-overdue equity to American-British pharmaceutical trade," a statement noted.

Trade Significance

Medicines constitute one of the UK's most significant goods shipped to the US, which is by far the largest market for major British pharmaceutical firms.

Export figures indicate that in the 12 months leading up to last September, the UK exported pharmaceutical products valued at over eleven billion pounds to the US. This value represented 17.4% of all goods exports in that timeframe.

"This deal protects employment, increases capital expenditure and paves the way for the UK to emerge as a international leader for biotech and pharma," a minister stated.

Detailed NHS Changes

The deal entails several notable changes from the UK:

  • Price Threshold Increase: The UK will raise the cost ceiling at which it considers new treatments to be too expensive by 25%.
  • Increased NHS Spending: There is a aim to double overall NHS spending on treatments from 0.3 percent of GDP to 0.6% over the following ten-year period.
  • Payback Limit: The amount pharmaceutical firms must return to the NHS to control costs will be capped at fifteen percent. In the past, rebates topped twenty percent.

Broader Context

This agreement follows a long-running tension between the sector and the UK government over medicine costs and regulatory access.

These tensions were exacerbated by claims that US customers were charged several times more for the same drugs than patients in the other developed nations.

Recently, several significant drug company projects in the UK have been paused or scrapped, while substantial funding commitments have been announced toward projects in the United States.

The Science Minister acknowledged that the NHS had to increase expenditure on medicines, noting that its expenditure on drugs had decreased as a percentage of its total funding over the previous ten-year period.
